How To Unlock Bootloader On Mi 9
Step One: Sing up or sign in to your MIUI account at Settings>Mi Account.
Step Two: Now ask Xiaomi for unlocking information. Open browser on your phone and visit this page to request permission. Once you are on permission page, gives details including phone number for logging in. Xiaomi will ask for reason, try to give a solid reason. At the end you will receive new confirmation code within some days.
Step Three: Go to Settings>Additional Settings>Developer Settings and tap on “Mi Unlock Status” for setting up account.

Step Five: Run the flash tool and sign in with your account.
